 Consultancy Services for
Landscape Master Plan & Preliminary Architectural Design
of the CCDB Climate Technology Park

1.      Background

Christian Commission for Development in Bangladesh (CCDB) is a non-governmental organization working since 1972 with an aim for just and caring society. CCDB aims to establish an "International Climate Change Training and Capacity Building Centre" in partnership with the Bread for the World (BftW). This Centre is expected to serve as a platform for knowledge sharing, South-South exchange and building networks between researchers and practitioners to move towards a climate resilient future. As the first step, a "Climate Technology Park" will be established at Sreepur, Gazipur, which will demonstrate viable climate resilient and climate smart concepts and solutions encompassing agriculture, energy and natural resources. The Technology Park is expected to operate with other satellite centers located in different climate hot spots of the country. The Climate Technology Park Project starts in 2016.

The site selected for Climate Technology Park is situated in the north-eastern part of Telihati union of Sreepur upazila (sub-district) under the jurisdiction of Gazipur district. The local name of the site area is Uttar Pelaid falling in the northern part of Uttar Pelaid mouza of the said union. The site is bordered on the north by rice field, on the east by forest, on the south and also on the west by rice fields and settlements. The site is located between 24°16´ 5´´ and 24°16´32´´ north latitudes and between 90°27´ 14´´ and 90°27´ 27´´ east longitudes.  The Climate Technology Park is about 5 km from the Dhaka – Mymensingh highway. The site occupies an area coverage of about 20.67 ha excluding the two internal community roads passing through the plots of the site. The size of the area is around 50 acres. 

The site will be used to showcase climate change adaptation and mitigation technologies as demos. As  part of the process, the climate technology park at Gazipur, Sreepur is gradually commencing its planned interventions since March 2016. The purpose of the Climate Technology Park, Gazipur, Sreepur is to establish a knowledge hub on climate technologies for local and global audience. Each of the technologies will inform about technicalities, local acceptance, usability, feasibility of the technologies, environment friendly aspects of the technologies. The landscape of the technology park would comprise of a number of water bodies to show water related technologies, agricultural lands to demonstrate agro-based technologies and interventions, forest cover with fruit bearing, woody and medicinal trees and renewable energy technology models like wind turbine, solar powered irrigation system and micro-hydro.  The park would demonstrate a number of housing models suitable for flood prone, drought prone and coastal areas. To support the operation, there would be gradual developments of office facilities, training center facilities, visitor center facilities, walkways, lighting and accommodation facilities for training participants and staff.
    
To develop the CCDB climate technology park gradually in a planned manner, CCDB requires consultancy services for landscape master planning and preliminary architectural design of some of the planned structures with indicative cost estimates.

2.      Objective

The objectives of consultancy services is to gradually develop the CCDB climate technology park in a planned manner through developing a master plan by using the landscape while integrating CCDB's ideas of setting up different climate technologies as well as providing architectural ideas in relation to accommodating office facilities, training center facilities, visitor center facilities, walkways, lighting and accommodation facilities for training participants and staff. In this regard, the consultancy services would also offer preliminary architectural design of few structures like visitor center, small cottages, lighting, walkways which can be developed in the short-term and may not require large scale structural, electrical and plumbing design at the moment. Consequently, the consultancy services would indicate rough cost estimates of some structures to be developed in the short-term. To communicate the entire plan to external stakeholders, 3-D architectural master plan animation as well as miniature 3-D model of the climate technology park would be developed by the consultant.        

3.  Scope of Consultancy Services

The Consultant shall render services for following activities and provide all outputs including a report on activities done at the end:

Site layout and master plan with landscape
- Preparation of preliminary architectural master plan
- Preparation of preliminary landscape design
- Preparation of development drawings and details

Architectural
- Preliminary architectural design of structures to be developed in the short-term like walkways and resting places, lighting facilities, visitor centre and single storey cottages
- Preparation of development drawings
- Preparation of drawing in AutoCAD
- Preparation of working drawings and details of some of the prioritized structures
Communication materials
- 3-D architectural master plan animation
- Miniature 3-D model of the climate technology park based on the landscape master plan

Cost estimation
- Preparation of rough cost estimates of the structures for which architectural design is done

4. Time Frame

·         Circulation of Call for Proposal: 30 June 2016
·         Submission of initial Narrative and Financial Proposal by Consultants: 15 July 2016
·         Short listing of consultant: 20 July 2016
·         Visit to Sreepur and Submission of final Narrative and Financial Proposal by Consultants: 27 July 2016
·         Final selection of consultant: 31 July 2016
·         Presentation of initial ideas: 31 August 2016
·         Presentation of revised ideas in visual forms: 30 September 2016
·         Completion of consultancy services: 31 October 2016

5. Conditions

- CCDB can review the design 3/4 times
- Consultant should attend fortnightly meetings with CCDB and present the work updates and related outputs
- Other than the first visit prior to final selection of consultant, selected consultant would be responsible for the costs associated to travel to CCDB climate technology park at Sreepur and any related stay
- Consultant should provide all documents to CCDB in both hardcopy and electronic forms
- Consultant must review the report on "GPS Survey, GIS Mapping of land and Soil for Climate Technology Park at Sreepur, Gazipur" already developed by CCDB and prepare the landscape master plan accordingly
- Consultant must review the draft satellite map indicating proposed locations of climate technologies at Climate Technology Park and prepare the landscape master plan accordingly
- Consultant should possess taxpayer identification number/VAT registration number 

6. Qualifications and Skills

The consultant must be a graduate architect/civil engineer with years of experience in landscape architecture demonstrated by related examples. It is expected that the consultant has already worked on at least two projects of the similar nature.
